Frontier Police Work

　　1．Chinese frontier police units made it a rule to make regular rounds of the homes of local people，particularly the poor people and temporary residents and see whatever help they needed from the police．They worked at the goal of “making the local people dare to，willing to and like to see and communicate with the police．”The Chinese frontier police units visited some 12 million people of 3．64 million families totaling 12 million people in the border region in 2005．Meanwhile，they gave financial aids to 13，000 local poor families and supported 2，812 students from poor families．

　　The frontier police units arranged unit commanders to live and work with the rank and file at the grassroots levels for a certain period of time on rotation．This arrangement helped the unit leaders have a first hand knowledge of the situation at the grassroots frontier police units and bring loser their relations with the rank and file frontier police．

　　2．The frontier police units in 2005 hit hard at criminal activities and criminals at large and contributed to peace and social stability along the Chinese borders．They cracked 11，158 criminal cases and dealt with 32，696 cases of criminal activities that damaged social peace and order and captured 448 criminals at large whom the Ministry of Public Security had wanted in announcements pasted on the internet．They cracked 4，241 cases of drug trafficking and seized 4．5 tons of heroin and ice，cracked 15 cases of illegal transactions in fire arms，seized 15 pistols and 480 non-military weapons，caught 2，807 cases of smuggling and confiscated smuggled goods worth 240 million yuan．They caught and repatriated 4，600 illegal immigrants and caught aliens involved in 69 cases of robbery and burglary．They intercepted 9，800 intruding foreign vessels and caught more than 2，000 foreign fishing vessels intruding into the Chinese territorial waters．

　　3．Marine police patrol and security control．

　　The Ministry of Public Security at a working meeting held in Sanya，Hainan，advanced the general guideline for marine policing that integrates into one the three major aspects of sovereignty defense，law enforcement and service at sea and took 19 measures．It formulated the document “Interim Provision for Coping with Marine Emergencies by Marine Police．”The Chinese marine police made more than 40，000 hours of patrol cruise covering more than 370，000 nautical miles in 2005，or 27％and 34．5％more than the previous year．They handled 1，886 emergency telephone calls，rescued more than 3，100 people and 350 vessels in distress on the sea．

　　The marine police of Hainan，Guangdong and Guangxi made 996 patrol cruises covering more than 103，000 nautical miles in the Beibu Gulf protecting normal fishing activities and combating armed pirates．

　　4．Frontier inspection and border administration．

　　Chinese frontier inspection stations in 2005 inspected 40．68 million people and 4．19 million craft of transportation crossing the Chinese border．

　　The frontier police stations at some ports simplified the procedure of frontier inspection of passing-by freight trains．The border regions of the grasslands of Inner Mongolia，Xinjiang and Gansu have extended their 110 emergency hotline network coverage．

　　5．International cooperation in frontier policing．

　　The Ministry of Public Security attended the meetings of experts and ranking officers of the North Pacific Symposium on Coastal Policing in 2005．China and Burma held a ministerial meeting on combating criminal activities and maintaining peace and order of the border regions．China and Korea held 24th meeting of general representatives on frontier policing and public security．Delegates from the Chinese Ministry of Public Security visited Inner Mongolia and the Korean Democratic People’s Republic and delegates from the police departments of Viet Nam，Thailand，Hungary，Georgia，Australia and other countries visited China in 2005．
